Career
In June 1991, P. V. Narasimha Rao, the Prime Minister of India at the time, appointed Singh as the Finance Minister. Singh initially didn’t take it seriously but was later demanded to attend the swearing-in ceremony, marking his entry into politics.
India was facing an economic crisis in 1991, with significant fiscal and balance of payments deficits. To tackle this, the government sought assistance from the International Monetary Fund (IMF), which imposed conditions on India’s economic policies. Singh and Rao implemented policies to deregulate the economy, dismantle the Licence Raj, and reduce state control.
Singh’s efforts led to the opening up of the economy, facilitating Foreign Direct Investment (FDI), and initiating the privatization of public sector companies. Despite these reforms, Rao’s government was voted out in 1996. Singh’s role in India’s economic reforms has been compared to Deng Xiaoping’s in China.
In 1993, Singh offered to resign as Finance Minister following criticism of his ministry’s handling of a securities scandal. However, Prime Minister Rao refused his resignation, promising to address the issues raised in the investigation report.
Singh was elected to the Rajya Sabha, the upper house of Parliament, in 1991 and subsequently re-elected in 1995, 2001, 2007, and 2013. From 1998 to 2004, he served as the Leader of the Opposition in the Rajya Sabha. He also contested for the Lok Sabha from South Delhi in 1999 but was unsuccessful.
